Large-scale protests erupted on August 31, 2023, in Skardu, Gilgit-Baltistan, in response to the arrest of Agha Baqir al-Hussaini, a Shia cleric who opposed the tightening of blasphemy laws in Pakistan. These protests have led to clashes between demonstrators and security forces, resulting in disruptions to traffic and public transport.
Canada’s travel advisory emphasizes the need for travelers to exercise a high degree of caution while in Pakistan due to the unpredictable security situation. Threats such as terrorism, civil unrest, sectarian violence, and kidnapping remain prevalent concerns.
Several areas in Pakistan, including those near the Afghan border, borders with India, China, and Iran, as well as the Line of Control (LoC), Pakistan-Occupied Kashmir (POK), sections of the Karakoram Highway, Balochistan province, and Khyber Pakhtunkhwa, are flagged with travel warnings.
In addition, the advisory extends to prominent Pakistani cities, with Canada advising against non-essential travel to Karachi, citing the ongoing threat of terrorism and the fragile and unpredictable security environment. Furthermore, the advisory acknowledges limitations on consular assistance for Canadians in areas with serious security concerns.
The advisory also draws attention to ongoing demonstrations across Pakistan, with heightened security in Islamabad, Rawalpindi, Lahore, and Karachi. It highlights women’s safety concerns, noting that women traveling alone may face harassment and verbal abuse, while gender-based violence, honor killings, and forced marriages are frequently reported issues in Pakistan.
